1.1 The Purpose and Scope of the IPC

The IPC is a model code that establishes minimum requirements for the design, installation, and maintenance of plumbing systems. Its primary purpose is to protect public health, safety, and welfare by ensuring that plumbing systems are safe, sanitary, and functional. The code applies to the erection, installation, alteration, repair, relocation, and replacement of plumbing systems, including fixtures, piping, fittings, and appurtenances.

Key concepts to remember:

The IPC is not retroactive unless specifically stated. Existing systems that were legal at the time of installation may remain in use, but any alteration or repair must bring the new work into compliance with the current code.
The code does not mandate the use of any particular brand or type of product, but it does require that all materials and fixtures conform to the referenced standards (e.g., ASME, ASTM, NSF).
Where there is a conflict between the IPC and a referenced standard, the stricter requirement applies unless the code official determines otherwise.

Inspection point: An inspector will verify that the scope of work matches the issued permit. If a homeowner is replacing a water heater, the inspector checks that the new unit meets current code, even if the old one was grandfathered.


1.2 The Code Official: Authority and Duties

The code official (often the building official or plumbing inspector) is the person authorized by the jurisdiction to enforce the code. The code grants this individual specific powers:

Right of entry: The code official may enter any structure or premises at reasonable times to perform inspections, provided they present proper identification.
Stop-work orders: If work is being done without a permit or in violation of the code, the official can issue a written order to halt work until the issue is corrected.
Authority to interpret: The official has the final say on code interpretation, but any decision can be appealed to the board of appeals.
Approval of alternatives: The official may approve any alternative material, design, or method that is at least equivalent to that prescribed in the code, provided sufficient technical documentation is submitted.

Important limitation: The code official cannot waive specific code requirements. Only the board of appeals has the power to grant variances or modifications in cases of practical difficulty.

Inspection point: On site, the inspector will verify that the permit is posted, that the work matches the approved plans, and that the installer is properly licensed (if required by state or local law). The inspector also checks that the work is accessible for inspection before being covered.

1.3.1 When a Permit is Required

A permit is required for the installation, alteration, or repair of any plumbing system. This includes:

New piping (water supply, drainage, venting)
Replacement of fixtures or water heaters
Rough-in work before walls are closed

Exemptions (typical): Minor repairs that do not involve the replacement of piping or fixtures, such as clearing a stoppage or replacing a faucet washer, generally do not require a permit. However, the code official has the discretion to require a permit for any work they deem necessary.

1.3.2 Permit Application and Approval

The application must be submitted by the owner or an authorized agent (often a licensed plumber). The application must include:

A description of the proposed work
The location of the work
Construction documents (plans) if required by the code official

The permit becomes invalid if work does not commence within a specified period (often 180 days) or if work is suspended for a similar period. Permits may be revoked if work is not performed in accordance with the code.

1.3.3 Required Inspections

The code mandates specific inspection points. The permit holder must notify the code official when work is ready for inspection. The following inspections are typical:

Inspection point: The inspector will check that all piping is properly supported (per IPC Table 308.5 for horizontal piping), that drainage piping has the correct slope (¼ inch per foot for pipes ≤ 3 inches), and that vent terminals are properly located.


1.4 Licensing and Qualification of Personnel

While the IPC itself does not mandate licensing, it references that plumbing work must be performed by qualified individuals. Most jurisdictions adopt state or local licensing laws that require a Journeyman or Master Plumber license. The code official is responsible for verifying that the person performing the work holds the appropriate license.

Key points for the exam:

The IPC assumes the installer is competent and knowledgeable about the code.
If a jurisdiction has a licensing law, the code official must enforce it as part of the permit process.
Unlicensed work is grounds for a stop-work order and may result in fines or revocation of permits.

Inspection point: The inspector will ask to see the plumber’s license card and will verify that the license is current and not expired. The license number is often recorded on the permit application.

Definitions are found in Chapter 2 of the IPC. These are not merely academic; they determine how every other requirement is applied. You must know the following categories cold:

1.5.1 Piping and System Definitions

Drainage system: Piping that carries sewage or other waste to a public sewer or private disposal system.
Vent system: Piping that provides a flow of air to or from a drainage system to protect trap seals.
Water supply system: Piping that delivers potable water from the source to fixtures and outlets.
Building drain: The lowest piping that receives discharge from soil, waste, or other drainage pipes inside the building and conveys it to the building sewer.
Building sewer: Piping that connects the building drain to the public sewer or private disposal system.
Stack: A vertical main line of soil, waste, or vent piping.
Trap: A fitting or device that provides a liquid seal to prevent the passage of sewer gas.

1.5.2 Fixture and Appliance Definitions

Fixture: A device that receives water and discharges waste, such as a sink, toilet, or bathtub.
Fixture supply pipe: The water supply pipe connecting the fixture to the branch pipe.
Water closet: A toilet (the term used in the code).
Lavatory: A washbasin (not a toilet).
Indirect waste pipe: A pipe that discharges waste into a receptor (e.g., a floor drain) without a direct connection.

1.5.3 Functional and Performance Definitions

Potable water: Water that is safe for human consumption and meets the requirements of the health authority.
Nonpotable water: Water that is not safe for drinking but may be used for other purposes (e.g., irrigation, cooling).
Backflow: The reverse flow of water or other substances into the potable water supply.
Cross-connection: Any physical connection between a potable water supply and any source of contamination.
Slope (fall): The pitch of a pipe, expressed in inches per foot of length.

Approved: Acceptable to the code official.
Authority having jurisdiction (AHJ): The code official or other entity responsible for enforcing the code.
Labeled: Equipment or material bearing a label from an approved agency indicating compliance with a standard.
Listed: Equipment or material included in a list published by an approved agency (e.g., UL, IAPMO).

Exam tip: When you encounter a term in a code section during the exam, always check Chapter 2 first. Many exam questions are designed to test whether you know the precise definition, not just the general meaning.

1.7 Practical Inspection Points for the Journeyman

As a plumber, you will be on the receiving end of inspections. Knowing what the inspector looks for will help you pass the first time:

99.Rough-in before cover: All piping must be inspected before drywall or concrete is placed. This is the most common failure point.
100.Slope and support: Drainage piping must slope uniformly (¼ inch per foot for pipes up to 3 inches; ⅛ inch per foot for 4 inches and larger). Piping must be supported at intervals per Table 308.5 (e.g., ½-inch pipe every 4 feet; 1-inch pipe every 5 feet).
101.Cleanouts: Required at the base of stacks, at changes in direction greater than 45°, and at intervals along horizontal runs (typically every 100 feet).
102.Vent termination: Vent terminals must be at least 6 inches above the roof, and 10 feet away from any window or door unless the vent is at least 2 feet above the opening.
103.Water heater pan: Where required, a pan must be installed under the water heater with a drain to an approved location.
104.Backflow prevention: Devices must be installed at cross-connections (e.g., hose bibbs, boiler make-up lines) and must be accessible for testing.

Inspector’s mindset: The inspector is not your enemy. They are verifying that the work meets the minimum standard for public health and safety. If you know the code, you will pass.


1.8 Summary and Exam Strategy

This chapter is the gateway to the rest of the code. Without a firm grasp of definitions and administrative rules, you will struggle to apply the technical chapters correctly. Focus on:

Knowing the exact meaning of terms like "vent system," "building drain," and "potable water."
Understanding the permit and inspection process, including the inspector’s right of entry and your right to appeal.
Memorizing the location of key tables and sections so you can flip to them instantly.

Final tip: During the exam, read each question carefully. Many questions are "definition traps" — they use a term in a way that seems correct but is not the code’s definition. When in doubt, look it up in Chapter 2. That single habit will save you more points than any other strategy.
