1.1 The Foundation: Chapter 4 Overview

Chapter 4 of the International Plumbing Code (IPC) is the definitive reference for all matters concerning plumbing fixtures, faucets, and fittings. This chapter establishes the minimum standards for the design, installation, and performance of these essential components. It is critical to understand that the code sets minimum requirements; a design that exceeds these standards is generally acceptable, provided it does not violate other sections of the code.

The chapter is organized to first address general requirements that apply to all fixtures, followed by specific requirements for individual fixture types. Finally, it addresses the required number of fixtures for various building types. For the Journeyman Plumber exam, you must be able to quickly locate the section that answers a specific question, whether it is about the trap size for a shower or the minimum number of lavatories in a business occupancy.


1.2 General Requirements for All Fixtures (Section 402)

1.2.1 Materials and Quality

All fixtures must be constructed of approved materials that are durable, smooth, non-absorbent, and resistant to corrosion, abrasion, and the effects of chemicals found in common cleaning agents. The code does not mandate a specific material (e.g., vitreous china, stainless steel) but requires that the fixture be of good quality and free from defects that could impair its function. This is a performance-based standard, so the inspector will look for cracks, chips, or rough surfaces that could harbor bacteria or cause injury.

1.2.2 Prohibited Fixtures and Connections

The code explicitly prohibits certain types of fixtures and connections to protect public health and the water supply. Key prohibitions include:

Pan-type urinals and urinals with internal moving parts that are not readily accessible for cleaning.
Water closets that use a "flushometer valve" with a "non-hold-open" feature is required; a valve that can be held open to continuously flush is prohibited.
Prohibited connections: No fixture or device shall be connected to a plumbing system in a manner that would allow for a cross-connection (a physical link between a potable water supply and a non-potable source). This includes connections to garbage disposals, grease interceptors, or any other device that could introduce waste into the potable water system.

1.2.3 Access and Clearances

Every fixture must be accessible for use, cleaning, and maintenance. The code specifies minimum clearances for water closets and urinals (see Section 1.3.4). For other fixtures, the requirement is that they be installed with sufficient space to allow for proper use and servicing. An inspector will verify that a fixture is not blocked by a door swing or other permanent obstruction.

1.2.4 Water Supply and Drainage Connections

Each fixture must be provided with an adequate water supply and be connected to a properly sized drainage system. The code requires that all fixtures be individually trapped (except those with integral traps, like some urinals) and that the fixture's outlet be connected to the trap. The fixture must be rigidly supported so that no stress is transmitted to the piping.


1.3 Specific Fixture Requirements (Sections 405-424)

1.3.1 Water Closets (Section 405)

Flushing Devices: Water closets must be equipped with a flushing device that is designed to deliver the required volume of water to clear the bowl. The code requires a maximum flush volume of 1.6 gallons (6 liters) for a standard water closet. Tank-type and flushometer-type are both permitted.
Seat Requirements: Water closet seats must be of smooth, non-absorbent material. Split seats are required in public and semi-public restrooms to facilitate cleaning.
Installation: Water closets must be mounted so the rim is at a height of between 14 and 15 inches (356-381 mm) above the finished floor, measured to the top of the seat. This is a critical dimension for accessibility and comfort.
Clearance: The minimum clear space in front of a water closet must be at least 21 inches (533 mm). The centerline of the water closet must be at least 15 inches (381 mm) from any side wall or partition.

1.3.2 Urinals (Section 406)

Type: Only urinals of the stall, wall-hung, or floor-mounted type are permitted. Washout and blowout urinals are prohibited.
Flush Volume: The maximum flush volume for a urinal is 1.0 gallon (3.8 liters) per flush.
Clearance: The centerline of a urinal must be at least 15 inches (381 mm) from a side wall or partition. The clear space in front must be at least 21 inches (533 mm).
Height: Urinals are typically required to have a rim height of not more than 24 inches (610 mm) above the finished floor for adult use, but this can vary with accessibility requirements.

1.3.3 Lavatories and Sinks (Sections 407 & 410)

Lavatories: These are fixtures designed for washing hands, arms, or the face. They can be wall-hung, pedestal-mounted, or countertop-mounted. There is no specific code-mandated height for a lavatory, but accessibility standards (ANSI A117.1) often dictate a maximum rim height of 34 inches (864 mm).
Sinks: These are general-purpose fixtures for washing dishes, clothes, or other items. They include kitchen sinks, service sinks, and laundry trays. All sinks must be connected to a trap. A kitchen sink with a garbage disposal must have a connection that prevents the disposal from being a source of cross-connection.

1.3.4 Bathtubs and Showers (Sections 408 & 409)

Bathtubs: Must be smooth, non-absorbent, and have a waste outlet that is 1.5 inches (38 mm) in diameter. The overflow must be connected to the waste line. The code requires that the tub be installed so that the rim is watertight to the surrounding wall to prevent moisture damage.
Showers: Shower compartments must have a minimum interior cross-section of 900 square inches (0.58 m²). The minimum required width is 30 inches (762 mm). The code specifies that the shower receptor (the base) must be watertight and have a drain outlet of at least 2 inches (51 mm) in diameter. The drain must be a "clog-resistant" type.
Shower Valves: All shower valves must be of the pressure-balancing or thermostatic-mixing type to prevent scalding. This is a critical safety requirement. The valve must be able to maintain the outlet temperature within a safe range, typically not exceeding 120°F (49°C), even if there is a sudden drop in cold water pressure.

1.3.5 Other Fixtures

Drinking Fountains (Section 411): Must be of the "hand-operated" or "automatic" type. They must be designed to prevent the mouth from coming into contact with the nozzle. The stream of water must be directed so that it cannot be contaminated by the user's hands.
Floor Drains (Section 412): Required in public restrooms, locker rooms, and other areas where flooding may occur. They must be connected to a trap and have a removable strainer.
Garbage Disposals (Section 413): Must be connected to a drain line of not less than 1.5 inches (38 mm) in diameter. They are not permitted to discharge into a grease interceptor.
Dishwashing Machines (Section 415): Must be connected to a hot water supply line of adequate size and a drainage line with a proper air gap or high-loop to prevent backflow of wastewater.

1.4 Required Number of Fixtures (Section 403 & Table 4.1)

This is one of the most heavily tested areas of the chapter. The code provides a table (Table 4.1) that specifies the minimum number of fixtures required for a given occupancy classification.

1.4.1 Occupancy Classifications

The table uses occupancy classifications that align with the International Building Code (IBC). You must be able to match a building type (e.g., "Business," "Assembly," "Educational") to its corresponding occupancy classification (e.g., "B," "A," "E").

1.4.2 Using Table 4.1

The table lists the number of water closets, lavatories, bathtubs/showers, and drinking fountains required for each occupancy. The numbers are often expressed as a ratio, such as "1 per 25" or "1 per 50." For example, for a business occupancy (B), the table typically requires 1 water closet per 25 occupants for the first 50 occupants, and then 1 per 50 for the remainder. You must be able to calculate the total number of fixtures based on the occupant load.

Example Calculation:

Occupancy: Business (B)
Occupant Load: 150 people
Water Closets (Male): For the first 50 occupants, 1 per 25 = 2 fixtures. For the remaining 100 occupants, 1 per 50 = 2 fixtures. Total = 4 water closets for males.
Water Closets (Female): The ratio is often higher for females. The code may require 1 per 20 for the first 50, and 1 per 50 for the remainder. This is a key distinction to remember.

1.4.3 Separate Facilities

The code generally requires separate facilities for each sex. However, a single-occupancy restroom (with a locking door) can serve both sexes and is permitted in certain occupancies. The code also requires that facilities for the public be located on the same floor as the area they serve, and that they be accessible to persons with disabilities.


1.5 Faucets and Fittings (Sections 424-425)

1.5.1 Flow Rates

The code mandates maximum flow rates for faucets and showerheads to promote water conservation.

Lavatory and Sink Faucets: The maximum flow rate is 2.2 gallons per minute (gpm) at a pressure of 60 psi. Many jurisdictions now require lower rates (e.g., 1.5 gpm or 0.5 gpm for public lavatories).
Showerheads: The maximum flow rate is 2.5 gpm at 80 psi.

1.5.2 Temperature Control (Scald Protection)

This is a critical safety feature. The code requires that all shower and bathtub valves be of the pressure-balancing or thermostatic-mixing type. These valves are designed to prevent a sudden surge of hot water if the cold water supply pressure drops. The maximum allowable outlet temperature for a shower is typically 120°F (49°C).

1.5.3 Backflow Prevention

Faucets and fittings must be designed to prevent backflow. This is often achieved through the use of an atmospheric vacuum breaker or an integral backflow preventer on the fixture. For example, a hose bibb (outdoor spigot) must have a backflow preventer to protect the potable water supply from contamination if a hose is left in a puddle or connected to a chemical sprayer.

1.5.4 Installation

Faucets must be installed so that they are securely anchored and do not leak. The supply lines must be of an approved material and must be connected to the correct hot and cold water supplies. The code requires that the hot water supply be on the left side of the fixture and the cold on the right, as viewed by the user.


1.6 Code Navigation: Where to Find It

Exam Strategy: When you see a question about "minimum number of fixtures," your first action should be to flip to Table 4.1. When you see a question about "shower valve type," go directly to Section 409. Do not try to memorize every number; instead, memorize the location of the information.


1.7 Practical Inspection Points

A journeyman plumber must understand what the inspector will verify on the job site. This is where theory meets practice.

Fixture Count Verification: The inspector will check the approved plans and verify that the number of installed water closets, lavatories, and drinking fountains meets the minimum required by Table 4.1 for the building's occupancy and occupant load.
Water Closet Clearances: The inspector will measure the distance from the centerline of the water closet to the side wall (must be ≥ 15 inches) and the clear space in front (must be ≥ 21 inches). They will also check the height of the seat (14-15 inches).
Shower Pan Integrity: Before the finish wall is installed, the inspector will check the shower pan liner to ensure it is properly installed, extends up the wall at least 6 inches above the finished floor, and is watertight at the drain connection.
Valve Type Verification: The inspector will look for the manufacturer's markings on the shower valve body to confirm it is a pressure-balancing or thermostatic type. They will not accept a standard two-handle valve without an integral anti-scald device.
Backflow Prevention: The inspector will check for the presence of a vacuum breaker on all hose bibbs and on any fixture where a hose could be attached (e.g., a mop sink). They will also verify that the dishwasher drain line has a proper air gap or high loop.
Fixture Support: The inspector will check that all fixtures are rigidly and securely fastened to the building structure. A wall-hung lavatory or water closet must be supported by a carrier fitting or a substantial frame, not just by the piping.
Accessibility: The inspector will verify that the path to the fixtures is unobstructed and that the fixtures themselves meet the clear floor space and reach range requirements of the adopted accessibility standard (typically ICC A117.1). This includes the height of the lavatory rim and the location of the toilet paper dispenser.

By understanding both the letter of the code and the intent behind the inspection, you will be well-prepared for the certification exam and for your career as a journeyman plumber.
